Great advice !
I got this problem after a fresh Jaunty 9.04 install, all the latest updates applied.

After the below fix, CPU load when playing flash went from "100% and stuttering" down to "neglible contribution to load".

In my case these two commands did it:

apt-get remove swfdec-mozilla
sudo apt-get install flashplugin-nonfree

it seems no need to manually fiddle with CPU scaling governors or UXA acceleration, I run the full Compiz features.

This is on a four year old HP zt3110EA Pavilion laptop,
runs beautfully thanks to Ubuntu.
Greetings from Sweden !
